All players vote:ban for Street Fighter 2' hacks (especially rainbow sets)

I'm really aganist the hacks of Street Fighter 2':I hate them all.But there is one in particular(called Rainbow set)that have a proper control advantage.In particular: -All the fighters can do fireballs(!) -You can change the fighter by pressing 1p+2p start button(what are you,Shang Tsung?) -Some other minor things. In other words,too easy. Please tell me if can be banned and,if not,what are the reasons.
