lenders shortfall claims

i received a letter from pjl business soloution ltd in connection with a property i had 9/10 yrs ago. like a lot of people it was regarding a shortfall claim. the letter was dated 25/02/00. i read an article in a sunday newspaper saying that mortgage providers agreed to halve the time limit for claiming money owed fom 12 yrs to 6 yrs, setting a deadline of 11/02/00. is this true ? if so can the above collection agency still chase me for money now ?
