Who wrote the poem To M.S.B?

I'm taking an English Practical Criticism class at university, and have been given this poem and just told to write a 1500 word essay about it. I only have one week. No guidelines persay, I suppose I must disect it and deduct some type of analysis. Any ideas? Anybody HELP! A good start would be access to the author's name perhaps???
