Response to New TG MAME with stronger encryption!

I think this represents an exception to the all other Mame releases, and I agree sources are not to be distributed.

On the other hand, a kind of "permission" from the MAMEdev to allow Mark not to distribute sources should be given, and I doubt Mark will have any difficulty in getting it.
