Response to Tiebreaker Question

The ones that have 2 votes are in question. The ones with three
votes are definately in. The ones with one vote are definatly not
in. The ones with two votes, you rank from most wanted to somewhat
most wanted. The most wanted gets 5 votes, second most wanted gets
4, etc. The reason I'm doing this is to try to break this tie.
