Dektol is usually use 1 part Dektol to 2 or 3 parts water for 2 minutes at 68f. I use the 1:2 ratio. To answer your question on diluting fixer it would depend on which fixer you are using. Kodak's plain Fixer is used straight any other fixer should have the instructions. For Kodak Rapid Fix I use it at the film strength for both film and paper 1:3, I also only add half of the part B for use with film and no part B for use with paper.
